Are Debts from Traffic Accidents Dismissible?

A client recently asked if filing bankruptcy would help in his situation. Some of his debt was created because of credit card and medical debt. During our investigation we discovered that amongst his creditors were an individual, an insurance company and fines due a local county. I asked him what happened and he said that he was in an auto accident and he was sued and lost and that damages awarded were more than his insurance coverage. He also had other fines because he damaged some property and he was under the influence when the accident occurred.
